2 بناء على اتفاقية موقعة بين كل من هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية والجمعية املغربية لالقتصاد اإلسالمي تم اعتماد الجمعية مركزا للتسجيل واالختبار على صعيد اململكة املغربية شهادتي املحاسب اإلسالمي املعتمد (CIPA) واملراقب واملدقق الشرعي (CSAA). لنيل من باب التأكيد تكتس ي الشهادتان السالفتا الذكر صبغة االحترافية املهنية دون الصبغة األكاديمية باعتبارهما شهادتين صادرتين عن هيئة عاملية أسستها مجامع الفقه اإلسالمي وكبرى البنوك اإلسالمية وعدد من املؤسسات العاملية أال وهي هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية في البحرين (AAOIFI) وملزيد من املعلومات عن الهيئة يرجى زيارة موقعها:
3 نبذة عن الشهادة يزود برنامج» املحاسب القانوني اإلسالمي واملؤسسات املالية اإلسالمية محتوى البرنامج» املتقدمين باملعارف التقنية واملهارات املهنية الضرورية في حقل املحاسبة للمصارف يشمل برنامج املحاسب القانوني اإلسالمي الجوانب التقنية األساسية في محاسبة املصارف واملؤسسات املالية اإلسالمية وخاصة: تطور األنظمة املصرفية واملالية اإلسالمية الدولية ووظائف املصارف واملؤسسات املالية اإلسالمية. مفاهيم ومبادئ العمل املصرفي واملالي اإلسالمي الدولي. شهادة املحاسب اإلسالمي املعتمد Certified Islamic Professional Accountant (CIPA) الخصائص النوعية للمعلومات املحاسبية في املصارف واملؤسسات املالية اإلسالمية. استخدام معايير املحاسبة املالية الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية في إعداد التقارير املالية للصناعة املصرفية واملالية اإلسالمية الدولية. املعايير الشرعية الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية وتطبيقاتها في املنتجات والعمليات املالية اإلسالمية واألساس الشرعي لهذه املعايير. معايير الضبط الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية وتطبيقاتها في عمليات املتابعة واملراجعة.
4 نبذة عن الشهادة يهدف البرنامج إلى تزويد املشاركين باملعرفة الشرعية واملهارات املهنية الضرورية في مجال الرقابة واملتابعة الشرعية في القطاع املصرفي واملالي الدولي محتوى البرنامج يشمل البرنامج كل ما يعزز عمليات الرقابة واملتابعة الشرعية في املؤسسات املالية اإلسالمية وبخاصة ما يلي: املعايير الشرعية الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية فيما يتعلق باألدوات واملمارسات املالية اإلسالمية وأسس األحكام الشرعية لهذه املعايير. معايير الضبط الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية فيما يتعلق بعمليات املراقبة واملتابعة الشرعية. الرقابة املصرفية واملالية اإلسالمية (الرقابة اإلشرافية والخارجية الرقابة الداخلية تطبيق املعايير الصادرة عن هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية). الهياكل التشغيلية لعملية الرقابة واملتابعة الشرعية. إجراءات الرقابة واملتابعة الشرعية (وخاصة شهادة املراقب واملدقق الشرعي Certified Shari a Adviser and Auditor (CSAA) ما يتصل بالتخطيط والعمليات والتوثيق وإعداد استخدام املراجع الفقهية لتحضير املسائل املطلوبة من الهيئة الشرعية. التقارير).
5 متى وكيف أستطيع الحصول على املادة العلمية بمجرد تعبئة نموذج التسجيل وإرساله للجمعية ودفع املبلغ املستحق كامال يعتبر كل شخص راغب في التسجيل واملشاركة مقبوال إلجراء اإلختبار وبالتالي بإمكانه استالم املادة العلمية من الجمعية مباشرة حين توصلها بها من قبل هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية بالبحرين. متى ينظم االمتحان وأين سيجرى االمتحان بمدينة الرباط في املكان يوم األربعاء 20 يناير 2016 م يوم األربعاء 16 مارس 2016 م -الذي سوف يضمن في االستدعاء- في التواريخ التالية:
6 كلفة الشهادة يبلغ إجمالي رسم التسجيل في الشهادة 8000 درهم لتغطية تكاليف التسجيل والحصول على املناهج املقررة في الشهادة واالختبارملرة واحدة فقط (ال تشمل أي دورات تدريبية أو ورش عمل) ماذا يتوجب فعله في حال عدم اجتياز االختباربنجاح يستطيع املترشح غيرالناجح في االمتحان برسم دورتي شتنبر 2015 أو يناير 2016 التسجيل إلعادة االختبارفي الدورة املوالية وذلك مقابل مبلغ قدره 1000 درهم أما بالنسبة للذي لم يجتز االمتحان بنجاح في دورة مارس 2016 فيتوجب عليه التسجيل مع دفع رسوم التسجيل كاملة من جديد. مدة االمتحان ودرجة النجاح فيه مدة االمتحان: ثالث ساعات. للنجاح في االمتحان يجب على املترشح الحصول على األقل على النقطة 75 على 100
7 ما هي نوعية األسئلة في االمتحان ومحتوى املادة العلمية بالنسبة لشهادة املحاسب القانوني االسالمي (CIPA) : ) Multiple Choice Questions ) على األقل 90 سؤال من نوع اختيار متعدد مواد شهادة املحاسب القانوني االسالمي هي نسخة من املعايير الشرعية الصادرة عن االيوفي )عربي او انجليزي( و نسخة من معايير املحاسبة واملراجعة والضبط واالخالقيات )عربي او انجليزي( الشرعي (CSAA) : بالنسبة لشهادة املراقب واملدقق حوالي 120 سؤال من نوع اختيار متعدد ) Questions ) Multiple Choice وصحيح أم خطأ اما عن املواد الدراسية فهي املعايير الشرعية الصادرة عن االيوفي )1-48( وملزمة برنامج املراقب واملدقق الشرعي
8 من يقوم بوضع أسئلة االمتحان وتحديد الناجح من غيره كل ما يتعلق باالمتحان من حيث تحديد تاريخه ووضع األسئلة وتصحيحها تضطلع به هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية بينما يناط بالجمعية املغربية لالقتصاد اإلسالمي اإلشراف على االمتحان وتنظيمه وبعث األجوبة للهيئة ثم إرسال النتائج للمشاركين وقت صدورها. متى تصدرنتائج االمتحان تصدر نتائج االمتحان عادة خالل فترة تتراوح بين الشهر والشهرين
9 ملحوظة يمكن للجمعية املغربية لالقتصاد اإلسالمي أو أي مؤسسة أخرى أن تنظم دورات تدريبية أو ورش عمل للتأهيل لفائدة املسجلين برسم اجتياز االمتحان لنيل الشهادتين املذكورتين إال أنه باعتبار هيئة املحاسبة واملراجعة للمؤسسات املالية اإلسالمية ال تعتمدها فإنها ال تتولى اإلشراف على مضامينها أو مدربيها أو ناتجها العلمي.
